250,000 HR professionals all over Europe

The European Association for People Management (EAPM) forms the umbrella body of national HR organisations in over 30 countries. This year marks the third occasion since its creation in 1962 that its annual Congress is organised in Paris by the French association ANDRH, one of the founding members. Let’s meet this October, 27th!

The 28th Congress takes place at a critical turning point in EU history with Brexit, a new Franco-German cooperation, the Rome Declaration reaffirming a social Europe, the challenges of energy transition and digitalization, the launch of the European pillar of social rights, the revision of the directive on posted workers, etc. Europe, as a political landscape, definitely poses far-reaching on the field of human resources.


New HR fields, new spaces, new boundaries… towards new European HR landscapes

#socialeurope. The 28th EAPM Congress deals with the most recent EU and European matters that are relevant to HR executives such as mobility, diversity and inclusion, well-being at work, talent management, digitalization, industrial relations, etc.

Pierre Moscovici is currently the Commissioner for Economic and Financial Affairs, Taxation and Customs. Before his designation, he served in the European Parliament and in the French National Assembly, mainly working on economic issues. He has been Minister for European Affairs (1997-2002) and Minister for the Economy and Finance (2012-2014) in France. As Commissioner, he is in charge of the application of the Stability and Growth Pact, as well as ensuring the economic soundness of Commission proposals and deepening the Economic and Monetary Union to create the conditions for jobs, growth and investment, and encouraging further structural reforms. On taxation matters, Commissioner Moscovici is responsible for developing a value added tax system at EU level, improving the functioning of the internal market in both direct and indirect taxation and fighting tax fraud and tax evasion. His responsibilities also include the development and management of an efficient EU customs union.

Peter is a visiting Professor at the University of Lancaster, a member of the Board of BPP University, and sits on the Advisory Board for the Open University Business School. He holds an honorary doctorate from Kingston University, and is a Fellow of the CIPD, AHRI (the Australian HR Institute) and the Academy of Social Sciences. He’s also a Companion of the Institute of Leadership and Management, the Chartered Management Institute, and the British Academy of Management.
Prior to joining the CIPD in July 2012, he was Chairman of the Institute of Leadership and Management and a member of the Council of City&Guilds. Up until 2009 he had a long career at Accenture holding various leadership positions and culminating in a seven year spell as Global Managing Director, leading the firm’s human capital and organization consulting practice.

Cyril Cosme joined the International Labor Office in November 2014 when he took the head of the Paris-based ILO office for France. He was formerly Director for European and International Affairs at the French Ministry of Labor, Social Affairs and Health.
Cyril Cosme has held various positions in the French Ministry of Labor, as Head of the Collective Agreements and Labor Disputes Office (1997-2000) and as Technical Adviser to the Minister’s Office (2002-2004 during the mandate of France Fillon).
Cyril Cosme then spent most of his career on European and international issues related to employment and work in Paris (General Secretariat for European Affairs, attached to the Prime Minister from 2000 to 2002), Brussels (Permanent Representation of France to the European Union, 2004-2009) and then in Washington (Embassy of France in the United States, 2009-2012).
Cyril Cosme is a graduate of Sciences Po Paris and Ecole Nationale d’Administration (Marc Bloch, 1997).

The first 20 years of his professional career, Max spent with ABB, a leading global manufacturer of Electrical Equipment and Engineering services based in Zurich/Switzerland. Following the assignment to build up the Recruiting Center for the Swiss operation of ABB, be headed up the HR function at the Corporate HQ before be was entrusted with the function of VP HR for the Middle East and Africa operations for 5 years with extensive travelling in the Region.
In 1996 be moved to Holcim, a leading global manufacturer of building material, as VP for Management Development on Corporate Level.
In 2005, be decided to move to HR Consulting, joining CGZ (Consulting Group Zurich) as a member of the Management Committee where is still active up to now.
As for other professional activities, Max was a member of the Board of the Zurich HR Association (biggest HR Association in Switzerland with some 2500 members) for over 20 years, of which be served as President for 10 years. In 2011 be was elected to the Board of HR Swiss and - at the same time- to the Board of the European Association for People Management (EAPM) where he holds the function of the treasurer. Furthermore, he is presiding the HR Certificate exams in Switzerland (some 3500 candidates every year) and a member of the Board of trustees of the Juventus Group a major Swiss private Group of Schools. He is also a practice leader with the Lilienberg Unternehmerforum a leading forum on entrepreneurship in Switzerland
Max holds a Ph.D. in Economies from St. Galien University, the leading academic institution in Switzerland. In his PhD thesis, he covered relevant issues around the then recession of the Swiss Machine Manufacturing industry and the implication on IIR Management. His studies included a 10 months stay at the University of Alberta in Edmonton/Canada, a scholarship from the American Institute of Economie Research in Great Barrington (Massachusetts/US) as well as a program at the Università di Perugia (ltaly). He speaks fluent German, English and French and has good working knowledge in Italian and Spanish.

He is a chartered accountant and founder of a firm specialising in accountancy and handling financial hearings. He was a member of the Senate from 1983 to 2014, served as general rapporteur for the budget from 1992 to 1995, chaired the Centrist Group from 1998 to 2002 and the Finance Committee from 2002 to 2011 and was mayor of Château-Gontier from 1971 to 2001. He was also President of the Conseil général de la Mayenne (Mayenne regional council) from 1992 to 2014, a post which he relinquished in order to devote himself fully to his mandate as MEP.
He served as secretary of state to the labour minister from March 1986 and from January 1987 to the Minister for the economy, finance and privatisation, with responsibility for consumer affairs and competition (until May 1988). The European and the French HR associations

The European Association for People Management (EAPM) was founded in 1962. The Association forms an umbrella body of national organisations which represent more than 250,000 HR professionals in over 30 countries. It is purely professional and specialist in nature. It is an experience exchange organisation without profit-related objectives. It is independent of all employers, trade union, state or political bodies. Bob Morton, representing CIPD from UK is currently President and Izy Behar, representing ANDRH from France is immediate past-president.

Founded in 1947, ANDRH is a non-profit organization gathering human resources professionals of companies and organizations from different business sectors, public and private, small and large, national and international. With more than 5,000 members, organized in 80 local groups, it is the largest community of human resources professionals in France. ANDRH is one of the founding members of EAPM in 1962. On the occasion of its 70th anniversary, ANDRH is organizing the 28th European Congress, in Paris, on October, 27th 2017.

The third constitutional assembly of the French Republic after the National Assembly and the Senate, the French Economic, Social and Environmental Council (ESEC) represents key economic, social and environmental fields, promoting cooperation between different socio-professional interest groups and ensuring they are part of the process of shaping and reviewing public policy. The ESEC has a major role to play in these times of economic, social and environmental change. It advises the government and parliament, and participates in the development of economic, social and environmental policies.

The Council is composed of public figures and representatives of the associative sector, employers and employees. Representing tens of millions of French citizens, the ESEC is at the heart of major social issues and develops new proposals relating to the key topics that will have an impact upon our lives today and tomorrow.
